Why haven't we heard who shot Kerry Hebert?

Does anyone else find it curious that the person who shot Kerry Hebert in Starks has yet to be named? Somerset County Sheriff's Deputy Dale Lancaster says it's because the investigation is still incomplete. The fatal shooting in Wales is still under investigation, and the shooter was named after two days. What is so special about Hebert's assailant? Why is he/she being so obviously shielded? I suspect there is substantial power and/or money at issue here. Why all the secrecy? The shooter willfully poked Hebert with a 30-06 rifle, and the rifle fired accidentally? Should a person with such limited control be allowed to own and handle firearms? I guess it depends upon whom. Hence the question, who is this privileged individual?
