The towns of Oakland and Winslow are in the same boat as Waterville -- in desperate need of new police stations. So why don't the three municipalities pitch in and buy/build a station on Kennedy Memorial Drive?
The location would be easily accessible to all three towns, provide a single location for administrative and storage needs, provide vehicle parking and maintenance and provide a single place to book people who have been arrested, among other cost-saving features.
The individual towns could maintain their own police departments while using their current facilities as substations. Also, under this arrangement, would it be feasible to have one police chief much like Waterville and Winslow share a fire chief?
