OAKLAND -- For the third time in two years, police arrested a woman and charged her with misusing the emergency 911 system Thursday morning.

Officers from the Oakland Police Department gave Roxane Marie Montgomery, 45, an oral warning at 3 p.m. Wednesday after responding to a 911 call placed from her home on Hussey Hill Road.

Shortly after midnight, in response to another 911 call, police returned to her residence and arrested her, according to Oakland police Capt. Rick Stubbert. "She's been warned about it so many times," Stubbert said.

Stubbert said purposefully calling 911 without a legitimate reason causes problems. "That line is for emergencies," he said. "If you're tying it up with something that's not an emergency, you're making it more difficult for someone who actually needs it."

In January 2012, she was arrested twice for misuse of the emergency 911 service, and in April the court sentenced her to a 10-day jail sentence for the crime, which is a misdemeanor.

In May 2011, Montgomery was ordered to pay a $500 fine for operating under the influence. Montgomery also has faced various fines and sentences of 10 days or less on multiple charges of violating conditions of release over the last two years.

She probably will appear in Waterville District Court in early April, Stubbert said.
