WATERVILLE — City councilors tonight will continue discussing how best to help decrease night fights, vandalism and other alcohol-related problems occurring downtown.

Specifically, the council will consider placing conditions on special amusement permits issued to bars where problems have occurred.

Councilors are scheduled to consider renewal of a special amusement license for the Bob In Bar & Lounge on Temple Street.

Police received 109 calls to that business from Jan. 1 to Dec. 19, 2012, police Chief Joseph Massey told the council on Dec. 19. He said the Bob In generates most of the police calls downtown.

Bob In owner Gubby Karter said fights occur outside his bar after closing time and spectators call police. He said few incidents occur inside the business.

Councilors at the Dec. 19 meeting decided to postpone consideration of the license renewal to give city officials time to discuss possibly placing conditions on some licenses.

Special amusement licenses are renewed annually. Businesses that have live entertainment and serve alcohol are required to have such permits.

In other matters Wednesday, the council is scheduled to elect a council chairman. Fred Stubbert, D-Ward 1, is the current chairman.

Councilors also will consider:

* Approving a $5.4 million bond for 2013 to include money for the police station and road reconstruction projects, as well as public works, fire station and airport facilities and equipment. Other items may be added to the bond, including funds for cemetery chapel repair, airport equipment, repairs to Drummond Avenue and a traffic study.

* Selling city-owned properties at 167 Water St. and 140 Western Ave. for $15,000 and $50,000, respectively.

* Approving a secondhand dealer’s license to Leah Hartigan of Sparrows Consignment at 129 Main St.
