FARMINGTON — The construction contract for Brookside Village Apartments, a low-income housing project, will be open for bidding before Christmas.

Developer Byron Davis, doing business with Bill Marceau as Farmington Land LLC, said he expects the construction contract bids to be more than $3 million.

The project, a mile from downtown Farmington at 247 Fairbanks Road, routes 4 and 27, is ready to move forward now that permits have been approved, Davis said.

The 32-unit housing project was cleared by the water department earlier this year, after the town expressed concern that runoff from the apartment complex could contaminate Farmington’s water supply in the wellhead protection zone.

As a safety measure, the developers agreed to build a monitoring well to test quarterly for pollutants at the site, which was once site of a mill.

Davis said designs for the Fairbanks Road building are nearly finished.

The apartment complex will be energy efficient, and will include solar power and geothermal heating, he said.

“It’s going to be a fairly low-cost building. No frills to it, but it will be very efficient and very green,” he said.

The developers are already seeking bidders for the infrastructure work, which includes extending the road and utility lines to the complex. The project has received 12 bids and will be open for bidding until mid-December, Davis said.

The complex, intended for senior citizens and the disabled, is also being funded by United States Department of Agriculture Rural Development, low-income housing tax credits, Maine Housing and a grant from the town of Farmington, Davis said.

He said he expected to start construction in February, but did not have a timeline for completing the project.
