AUGUSTA — A Maine Army National Guard proposal to build new headquarters adjacent to the Maine Veterans’ Memorial Cemetery on Civic Center Drive is not yet ready for a scheduled Planning Board review.

Guard officials were told at a Dec. 10 meeting that a proposal for a new 100,000-square-foot headquarters in north Augusta couldn’t be approved, or even reviewed, because the state did not hold title or rights to build a planned new access road for the project.

Consideration of the proposal was rescheduled to Tuesday’s Planning Board meeting, but project officials emailed the city last month to ask that it instead be postponed to the Feb. 11 board meeting, because negotiations to secure the parcel needed for the access road hadn’t been finalized.

The item is still on the board’s agenda so it will still be brought up, according to Development Director Matt Nazar, but the board can vote to postpone it again.

Remaining on the agenda for Tuesday’s board meeting, which begins at 7 p.m. in council chambers at Augusta City Center, are public hearings for two other projects.

One project, proposed by J & R Associates, would subdivide a commercial building at 190 Water St. into commercial space on the lower two floors and three apartments on the third floor.

Another proposal, from James Mitchell, would change the zoning of 106 Sewall St. from the Low Density Residential District to an institutional/business/professional contract zone to allow the building to be used for offices. The area is near the State House.
