WINSLOW — Police arrested two people charged with conducting a drug deal in a “safe zone” on Clinton Avenue on Friday evening.

Sgt. Haley Fleming said he and Officer Damon Lefferts arrested Somer Mongeon, 34, of Dixmont, and Clarence Corson, 45, of Norridgewock, in connection with selling prescription drugs after several weeks of investigation. Fleming did not disclose exactly where the two were arrested but said an area such as a school or playground where children gather can be considered a safe zone. Conducting a crime in a safe zone increases the severity of the crime, Fleming said.

Fleming said police received information that the two people would be coming into Winslow to sell the prescription drugs. Police watched the drug sale take place near Clinton Avenue and arrested the pair around 9 p.m. Friday, after pulling their vehicle over when they tried to drive away.

Police had reason to believe Mongeon would be carrying a taser and the arrest was considered high-risk, Fleming said. As a result, Fleming said, police did not approach the vehicle but pulled it over and then ordered the pair out of the vehicle through a PA system.

Mongeon got out of the vehicle and was arrested without incident, but Corson tried to run and had to be tackled to the ground before he was handcuffed and arrested, according to Fleming.

While searching the car, Fleming said, the officers found oxycodone, methadone and vicodin.

Corson and Mongeon were both charged with two counts of aggravated trafficking of scheduled drugs, a class A crime.

Maine State Police, after hearing of the arrest, also charged the two with stealing the vehicle and stealing the drugs, both of which are class C crimes.

Corson also was charged with refusing to submit to arrest and operating a vehicle after his license was suspended. Mongeon also was charged with unlawful possession of a scheduled drug.

Because Corson has had three prior convictions for operating after his license was suspended, the minimum penalty for another conviction is two years in prison, Fleming said.

Mongeon and Corson were being held at the Kennebec County jail Tuesday. Bail for Mongeon is set at $5,060. Corson’s bail is $5,060 for the first set of charges and $1,260 for the second set of charges.

Neither had posted bail as of Tuesday evening.
